Even if a user has Edit Data Models & Dashboards permission they can not publish changes to a dashboard if they are not the dashboard owner. When a Dashboard Owner modifies a dashboard it is not automatically updated for Shared Users. The owner of a dashboard must publish their dashboard, which updates the Shared Users’ dashboards.
